What is the HPPSC HAS exam?
The HPPSC HAS Combined Competitive Examination is conducted by the Himachal Pradesh Public Service Commission, headquartered at Shimla. It is the gateway to gazetted administrative careers in the Himachal Pradesh government — the flagship Himachal Pradesh Administrative Service (Deputy Collector), the HP Police Service (Deputy Superintendent of Police), Block Development Officer, Tehsildar, Excise & Taxation Officer and other allied Class I and Class II services are filled through a single competitive exam.
Selection runs across three stages. The Preliminary examination is an objective, OMR-based screening test built around General Studies with a strong Himachal Pradesh general knowledge component, alongside an Aptitude paper. Prelims carries a representative one-fourth negative marking and acts only as a filter. Those who clear it sit the descriptive Mains, and the process ends with a Personality Test (Interview). Final merit is built from the Mains written papers and the Interview — Prelims marks do not carry forward.
