What is the HPSC HCS exam?
HPSC HCS is the Haryana Civil Service (Executive) and Allied Services examination conducted by the Haryana Public Service Commission, headquartered at Panchkula. It is the gateway to gazetted administrative careers in the Government of Haryana — posts such as HCS (Executive), Deputy Superintendent of Police (DSP), Block Development & Panchayat Officer, Excise & Taxation Officer, Tehsildar and other Group A and Group B cadres are filled through a single competitive exam cycle.
The selection runs across three stages. The Preliminary exam is an objective, OMR-based General Studies screening test which decides who advances but whose marks do not count towards the final merit; it carries a representative one-fourth negative marking. Those who clear it sit the descriptive Mains, which includes General Studies, Essay, language papers (with Hindi in Devanagari) and an optional subject, and the process ends with a Personality Test (Interview). Final merit is built from the Mains written papers and the Interview.
